	Lack of a compelling argument for carrying out the proposed project in the given country.
	Doubt about the feasibility of the project.
	A poorly planned project.
	Failure to demonstrate commitment to or consideration of the Fulbright ideals of international exchange and understanding.
	Insufficient academic credentials.
	Application to a highly competitive program.
