Tips for Preparing the
Policy Proposal
The Truman Scholarship application requires candidates to prepare
a Policy Proposal. Follow this link to read tips from Foundation
administrators about how best to approach the Policy Proposal
and read one Proposal that the Foundation identifies as exemplary.
Annotated Application
Essays
In addition to preparing a Personal Statement and Policy Proposal,
applicants for the Truman Scholarship must respond to a series
of application essay questions. The Truman Foundation staff
identifies “poor writing” as one of the factors
that most frequently results in a candidate’s elimination
from further consideration.
Application essay questions number 7, 8, 9
and 15 are cited by the Foundation as those that most often
cause applicants difficulty. The Truman Foundation has selected
a number of sample essay responses for each of these “problem
questions,” describing why each is considered
a satisfactory or unsatisfactory response.

The Truman Foundation staff has compiled a list of mistakes
to which many candidates fall victim, and described ways to
avoid these pitfalls.
